Narcotic and Psychotropic Substances
Narcotics and psychotropics as defined by the German Narcotics Act (BtMG) are the substances and preparations listed in Schedules I to III of this Act. Substances and preparations are included in the Schedules due to scientific evidence of their potential to induce dependency, the possibility to be used as starting material for the manufacture/production of narcotics or psychotropics, the extent of abuse and their direct or indirect risk to health.
Amendments to the Schedules to the Single Convention of 1961 on Narcotic Drugs and the Convention of 1971 on Psychotropic Substances result in amendments of the Schedules of the BtMG.
Control of the manufacture, import, export and trade in narcotics and psychotropics are the responsibility of the Federal Institute for Drugs and Medical Devices (BfArM). Base are the following five legal provisions:
