Substitution Register

The Federal Opium Agency of the Federal Institute for Drugs and Medical Devices (BfArM) is as a central German focal point for the 16 Federal States responsible for maintaining a data base (also referred to as a "substitution register") to control medical prescriptions of substitutes for the treatment of opiate-dependent patients.Procedures have been set up in the Narcotic Drugs Prescription Order (BtMVV) to insure through the use of the substitution register in co-operation with the 16 supervisory health authorities at Federal State levels

  1. the prevention of prescribing substitutes by several physicians for the same patient and the same period of time, and
  2. the compliance with the minimum requirements of qualifications for physicians who treat opiate-dependent patients and prescribe substitutes for them.

Further function of the substitution register is to keep (1) the supervisory health authorities at Federal State level informed about lapses committed by physicians relating to the Narcotic Drugs Prescription Order and (2) the government about statistical evaluations.Available only in German.
