Precursors
Precursors (synonym: scheduled substance) as defined by the EC Regulations (EC) No 273/2004 and 111/2005 are the
substances (file size: 62 KB) listed in the annexes of these Regulations. The salts and stereoisomeric forms of these substances with the exception of cathine, whenever the existence of such forms is possible, are precursors as well. Mixtures and natural products containing such substances are precursors as well. Excluded are medicinal products as defined by Directive 2001/83/EC, pharmaceutical preparations, mixtures, natural products and other preparations containing scheduled substances if compounded in a way that such substances cannot be easily used or extracted by readily applicable or economically viable means.
The Federal Opium Agency is the competent authority for monitoring the placing on the market of the precursors by operators established in Germany as well as for granting import authorisations for precursors listed in category 1 and for issuing export authorisations for precursors listed in one of the three categories.
