A central objective for the future European Health Data Space (EHDS) is the establishment and networking of Health Data Access Bodies (HDABs). These play a crucial role for the planned HealthData@EU infrastructure by connecting various national data-holding entities to enable access to health data for research and development at both national and European levels in the future, thus creating a secure network for harmonized use of health data in Europe.

A major task of HDP4Germany is to create the technical and organizational framework for the national health data access body and to expand and test it. In this context, it is the aim to link health data at national level as a first use case.

Within this project, the results of previous EU projects in the EHDS domain (e.g., Joint Action Towards the European Health Data Space, HealthData@EU pilot), in which the Health Data Lab is actively involved, will be used as a basis to advance German activities in line with European developments.

The HDP4Germany project realizes the establishment of the national data access body through five technical work packages:

  1. Establishing a national data access application management system.
  2. Building a national dataset catalogue.
  3. Providing a secure processing environment for electronic health data.
  4. A cross-border gateway to the HealthData@EU infrastructure.
  5. Enhance quality of electronic health data that are governed by the HDAB.

The consortium partners of HDP4Germany include the Federal Ministry of Health, the Health Data Lab at the Federal Institute for Drugs and Medical Devices, and the Jülich Research Center. The project is financially supported by the EU.
