The programme’s aim is to strengthen health systems at national, regional, and international level in order to support partner countries worldwide, in particular with regard to the prevention and management of epidemics and pandemics. The GHPP projects are implemented by the BfArM, the Bernhard Nocht Institute for Tropical Medicine (BNITM), the German Central Committee against Tuberculosis (DZK), the Research Center Borstel (FZB), the Friedrich-Loeffler-Institut (FLI), the Paul-Ehrlich-Institut (PEI) and the Robert Koch Institute (RKI). Financial support for the projects is provided by the BMG on the basis of a decision by the German Bundestag.

The BfArM facilitates a number of GHPP projects to improve drug safety and to combat antimicrobial resistance in Africa. By providing practice-orientated training for specialist staff, carrying out PhD projects and cooperating closely in the development of regulatory structures, the BfArM supports African partner institutions. The BfArM projects are closely collaborating with the two global project partners, the World Health Organization (WHO) and the African Union Development Agency - New Partnership for Africa's Development (AUDA-NEPAD).
