SNOMED CT licence and MLDS

Application for a SNOMED CT affiliate licence

In order to use SNOMED CT in Germany an affiliate licence is required which you can apply for via the registration portal MLDS (Member Licensing and Distribution Service). The portal is provided by SNOMED International. SNOMED International is responsible for data storage.
The applicant for an affiliate licence usually operates software on a long-term basis. The affiliate licensee manages sub-licences for its end users in the MLDS.
These therefore do not have to licence themselves independently. End users can be organisations (such as hospitals, health insurance companies or research institutes) or individual users (such as practices of doctors and health care professionals, pharmacies or private individuals). Affiliate licensees and also their end users must observe the affiliate licence conditions (see next paragraph).

Conditions for licences

As a member of SNOMED International, the costs for the member licence are borne by the Federal Republic of Germany via an annual membership fee. An affiliate licence can therefore be obtained free of charge. It is important to note that this applies exclusively to the use of SNOMED CT on the territory of the Federal Republic of Germany.
The agreement on an affiliate licence is subject to the condition that a declaration of use on the purpose of use, on the end users and on the scope and type of systems used is submitted annually.

Using SNOMED CT outside Germany

Use in another SNOMED International member country must be applied for from the National Release Centre (NRC) in that country itself in order to take into account possible local national regulations. If the country also uses the Member Licensing and Distribution Service (MLDS), an affiliate licence can also be applied for via the German MLDS view.

List of SNOMED International member countries

If SNOMED CT is to be used in a non-member country of SNOMED International in addition to the use in Germany, you can also apply for this via the MLDS. This application is forwarded directly to SNOMED International via the MLDS. The BfArM does not review such applications. SNOMED International will approach you regarding payment of the licence fee for this non-member country. If you have any questions, please contact SNOMED International directly at info@snomed.org .

Functions of the MLDS

You can manage your affiliate licence via the MLDS portal. This includes the entry of your contact details as well as a structured description of your organisation. Furthermore, you can manage your annual declaration of use for current and future use, the purpose of use and the implementation status here. The declaration of use also includes information on the end users of your application and systems as well as type and scope of use.
With a valid licence, you can use the service functions of the MLDS portal as a download centre. The following data sets are made available via the MLDS:

  • The biannual releases of the SNOMED International Edition.
  • Other international topic-specific and user-specific "refsets", e. g. the Global Patient Set (GPS) and the International Patient Set (IPS).
  • Access to national translations and extensions from other SNOMED International member countries.
